Have consulted with Senior Naval Officer and have no

objection to his proposals as a temporary measure. The proposals involve necessity for about twelve European employees of the Royal Naval yard seeking house accomm❤ – dation elsewhere than at present some of them perforce in Victoria where no suitable houses can be obtained.

Government of Hong Kong could erect on Happy Valley site next to existing subordinate officers' quarters twelve

good four-roomed houses with servants quarters for about 15,000 dollars each and complete by end of June next year. Six of these houses could be placed at disposal of senior naval officer for 2 years at the rent of 75 dollars per month each. If you approve I will have plans prepared to sub- mit to Governor on arrival.
